Local Emergency Planning Committee
The Emergency Planning and Community Right to Know Act, or EPCRA, was passed as Title III of the Superfund Amendments and Reauthorization Act of 1986 (SARA) on October 17, 1986. Shortly after, ORC 3750 was established to assist local communities with emergency planning for hazardous materials incidents at fixed facilities.
These laws were established to better prepare citizens with knowledge of facilities that have extremely hazardous substances (EHS) and or hazardous materials over threshold quantities in their communities. Chemical Incidents have accounted for numerous lost lives in events like Bhopal, India to numerous more in the United States.
The Columbiana County Local Emergency Planning Committee coordinates with industry, local fire departments, a county hazmat team, Ohio EPA and the State Emergency Response Commission (SERC) to draft plans and procedures for a chemical emergency at local hazardous substance facilities. The LEPC exercises these plans annually and revises plans accordingly.
