Columbiana County 911

The Columbiana County 911 system provides emergency support to thousands of residents, visitors and first responders. Through the use of state-of-the-art technology, Columbiana County hosts a countywide Next Generation 911 (NG911) system. NG911 is a more secure internet based 911 system that creates a faster, more resilient system to manage emergency calls and the transferring of calls based on location tracking. Calls are answered 24 hours a day, 365 days a year at any one of the five Public Safety Answering Points (PSAP’s). The PSAP’s are staffed by highly trained dispatchers that serve as the first of the first responders, providing the vital first link in the chain of public safety when handling emergency calls for Police, Fire and EMS.

The 911 system falls under the direction of the Emergency Management Agency with the Deputy EMA Director serving as the 911 Coordinator. The 911 Coordinator is responsible for overseeing the technology, maintenance, and overall operations of the system. The Coordinator is also responsible for working with the five PSAP’s to see that all the 911 Centers and their Dispatchers are following the guidelines issued by the State of Ohio for all 911 answering points. The five police agencies that serve as 911 answering points are responsible for the employment of 911 Dispatchers including wages and benefits. In cooperation between the 911 Coordinator and the PSAP Chief, the 911 Dispatchers are trained to State and national curriculum standards in Public Safety Telecommunications and Emergency Medical Dispatching to provide the best knowledge and skills to those in need.


Ohio Revised Code (ORC) 128 requires that all countywide 911 systems have a “Final Plan” and pursuant to ORC 128 a committee that oversees the plan. The Columbiana County Emergency Services Committee (CCESC) is made up of individuals set forth in ORC 128 and meets quarterly.
